as this one and kid's story are both written and directed by shinichiro watanabe (of cowboy bebop and samurai champloo), you are spot on.

The detective was SO close to getting free, he almost passed the test, but he wasn't determined enough.The tiny bit of fear of loosing everything he had prevented him from breaking out..Like he said "I can't get my head around and I'm old fashioned".He feared the changes which would shatter his definition of this world as he knew it, that's why agents could take over him.He was really close to getting taken to the 'anti-matrix' crew though..A really sad, but awesome story :]
