In addition, when he pulls his wallet out, the radio is in the picture as well, but he's not carrying it at that point, it's sitting on top of the car in between him, and I assume that's his dad, or his owner maybe?

The radio represents some sort of problem or issue that separates him from the rest of society. When he looks in his wallet, he pulls out a picture of himself as a kid, he was a dog back then and he's a dog now. Dogs are looked down upon as scavengers, subservient to man. He's been a dog all his life. The radio is his handicap, even though he wears a cast, the radio is symbolic of some sort of social stigma or handicap. He can't turn it off, it stops him from connecting with anyone.
