Most cops 'are' bad. Law enforcement personell are carefully selected to meet a psy-profile range. The standards are in place to fill law enforcemnet ranks with mindless individuals easily lead around by their directors. For a reward the directors let the cops be 'a little bad'. The 'control' really gets hooked in well this way. It's a fishy situation by design.
