I think Sea Change is his most collectively introspective and dreamy - at least it is for me when I listen to it. For me it's less depressing than it is hopeful and relaxing, listening to it in the dark with a couple candles lit or having it playing in the background on a warm sunny day while I'm chilling out on the patio or cleaning house with the windows open.

it doesnt have to be the lyrics, it can simply be the melody or the tone that can depress someone

Beck's entire career is a slice of heaven.

I have been listening to Beck for a while and own all of his CDs. To be honest this is my favorite because it instills a softer tone than most of his crazier work and doesn't make you depressed but puts you in more of a calming state.
