I guess as long as there was an oppressive regime which would enforce its will by force, there would always be a Resistance - in one form or another.

You shouldn't take the movie to literally. Rommel intended to beat the invasion at the beaches. He knew that the largest part would reach the beaches, so he intended to pin them down there until nearby panzers arrived to kick them back. Problem: his superiors didn't want to station the panzers that close to the coast.

If it were not for the Resistance, the Allies' casualties would have been a lot higher, since they provided a lot of vital intel and (as shown in this movie) help disrupt the German lines of communication.
