That's the meaning. "Voulez vous ?" means "Do you want ?". It's a proposal. And "vous" is the polite form of you. "Voulez vous" is an expression a bit old fashioned. In the course of the song they also say "La question c'est voulez-vous" whiche of course means "The question is : voulez-vous?"

In Italian it would be: volete voi or vuole Lei, in Spanish, my mother tongue is queréis vosotros o quiere usted. I speak English, Italian, Spanish and French.

doesnt anyone remember the scene in "Streetcar Named Desire" where Blanche DuBois asks Stanley Kowalski "Voulez vous couchez avec mois?" Do you want to go to bed with me? Could that be the derivation?
