it's a hoax if thats supposed to be a spilled arrow. i've seen a tv program mythbusters where they had a pro. bower trying to shoot one arrow in half with another arrow. did not work, because when he actually did hit it, the arrow could NOT split it. just take a piece off it. 00:04 - 00:07 is an example of how the arrow is making wave like movements, which means that it can impossibly split it in that way it's shown. ´ and BTW noone in the world have a 100% accuracy.
